There is one verse that identifies who the prophecy is coming against in Isaiah 21:1-10, and it is this, “Babylon is fallen, is fallen! And all the carved images of her gods He has broken to the ground.” Isaiah 21:9 Babylon is used in the book of Revelations to prophetically speak of today’s global government of the beast, as quoted in the following verses,
“Babylon” refers to all the earth: “MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND OF THE ABOMINATIONS OF THE EARTH.” Revelations 17:5 This verse is referring to the formation of the global government, as described in the post on Revelations 17.
“Babylon” refers to all nations across the globe and the global economy: “‘Fallen! Fallen is Babylon the Great!’ She has become a dwelling for demons and a haunt for every impure spirit, a haunt for every unclean bird, a haunt for every unclean and detestable animal. For all the nations have drunk the maddening wine of her adulteries. The kings of the earth committed adultery with her, and the merchants of the earth grew rich from her excessive luxuries.” Revelations 18:2-3
“Babylon” is the great global “city”, a “city” of many nations: “And another angel followed, saying, “Babylon is fallen, is fallen, that great city, because she has made all nations drink of the wine of the wrath of her fornication.” Revelations 14:8
“Babylon” faces the fierce wrath of God as does all its cities and nations: “Now the great city was divided into three parts, and the cities of the nations fell. And great Babylon was remembered before God, to give her the cup of the wine of the fierceness of His wrath.” Revelations 16:19
Today’s global government of the beast, operating through the United Nations, is the last government this planet will ever know. None other will come after it. Today’s world system ushers in global warming [Fourth Plague of Revelations 16:8-9], the Battle of Armageddon [Sixth Plague of Revelations 16:12-17], the Day of the Lord as described in Zachariah 14, the return of Jesus Christ [Seventh trumpet of Revelations 11:15-19]. “The burden against the Wilderness of the Sea. As whirlwinds in the South pass through, so it comes from the desert, from a terrible land.” Isaiah 21:1
The burden is the heavy load upon Babylon spoken by the Spirit of the Lord, through the prophecy of Isaiah. The burden is against the “Wilderness of the Sea”, which is against the global government of the beast and its culture. If a person were to look across a sea, or ocean, it would be nothing but an enormous mass of nothingness, just a wilderness of endless water. In the book of Revelations, “Babylon”, or the global government of the beast, describes those waters in this way, “Then the angel said to me, “The waters you saw, where the prostitute sits, are peoples, multitudes, nations and languages.” Revelations 17:15
In light of the previous paragraph, the “Wilderness of the Sea” refers to the wilderness of the sea of the global population. In the eyes of the Lord, a wilderness is a place where people have turned from belief in Him, have discarded the need for Jesus Christ, and do not want the Holy Spirit to be part of who they are. Today’s culture, which is global, is living in that wilderness as they choose to live by the beast while discarding the word of God. That beast gives them what to speak, do, think, and feel, as they ignore the voice of the Holy Spirit, the voice of the Good Shepherd. The beast gives breath/life to the image of the beast to speak by speaking and living through people in every city across the globe. By what they are given to say and do, they are groomed to the mark, number, name of the beast.
The “whirlwinds” are passing and will pass through every city across the globe. Today, those “whirlwinds” are seen in social upheaval, violence, riots, and protests in cities worldwide, designed to demand conformity to the agenda of the united Nations. That agenda is to make the United Nations the undisputed one world government. Near the collapse of the government of the beast and its global culture, those “whirlwinds” will be unrestrained lawlessness, chaos, social, and economic turmoil. That’s because the global population rejects the Holy Spirit, who restrains lawlessness, “For the mystery of lawlessness is already at work; only He who now restrains will do so until He is taken out of the way. And then the lawless one will be revealed, whom the Lord will consume with the breath of His mouth and destroy with the brightness of His coming.” 2 Thessalonians 2:5-8 Click here for a post on the “lawless one”.
The “whirlwinds” come from the desert/wilderness, from a terrible place. That terrible place is the global government of the beast. We have to know that the entire world, all seven continents, every nation, and every city will be under the dominion of the global government. We see that already happening today as the “Sustainable Development Goals” of the United Nations are known everywhere across the world. The United Nations was established in 1945, immediately after World War 2, and brought the government of the beast with it, as described in Daniel 8:1-14. In that light, there will be no other nation to challenge the global government when they become the undisputed one world government.
Also, “Babylon”, a.k.a. the government of the beast, is the last form of government that this world will ever know. The power center of the beast is plunged into darkness in the Fifth Plague of Revelations 16:10-11. The global government will be powerless and its collapse comes soon after that. That is also a time when the “whirlwinds” of global lawlessness and chaos plagues the nations. No other government will replace the fallen “Babylon”. The Battle of Armageddon comes in Sixth Plague of Revelations 16:12-17, then comes the Day of the Lord as described in Zachariah 14, and the return of Jesus Christ [Seventh trumpet of Revelations 11:15-18].
“A distressing vision is declared to me; The treacherous dealer deals treacherously, and the plunderer plunders.
Go up, O Elam! Besiege, O Media! All its sighing I have made to cease.” Isaiah 21:2
The treacherous dealer that deals treacherously is the government of the beast. This is a global government that is “… drunk with the blood of the saints and with the blood of the martyrs of Jesus.” Revelations 17:6 That is the same government of the beast that, “…was granted power to give breath to the image of the beast, that the image of the beast should both speak and cause as many as would not worship the image of the beast to be killed.” Revelations 13:15. Click for a post on that. That beast exerts power over physiology to impose upon people what to speak, do, think, and feel. It gives breath/life to the image of the beast to speak by speaking and living through people everywhere. By what they are given to say and do, they are groomed to the mark, name, number of the beast.
The plunderers that plunder are the “whirlwinds” who come through the spiritual desert of “Babylon”, a.k.a. the global government. Those of the global population are without God, feel no need for Jesus Christ, and have spent their life opposing the presence of the Holy Spirit. The plunderers are instrumental in stirring up lawlessness, chaos, and social upheaval, leading to the Battle of Armageddon and the collapse of this present world system. The presence of the plunderers multiply on a global scale when the power center of the beast is plunged into darkness in the Fifth Plague, leaving the government of the beast powerless. That lawlessness against the worldwide government is also described in the post on the Fifth Trumpet of Revelations 9:1-6
When the Lord says, “All its sighing I have made to cease,” His word refers to bringing an end to the suffering brought by the government of the beast on a global scale. That is the day of the return of our Lord Jesus Christ, when all who believe in Him will have eternal life in the New Jerusalem, “Truly, I say to you, he who hears My word and believes in Him who sent Me has everlasting life, and will not come into judgment, but has passed from death into life.” John 5:24
When Isaiah was prophesying, by the Spirit of God, of the downfall of Babylon, he was referring to the literal downfall of the Babylonian Empire of that time. An Empire that held captive the people of God. For that reason, the Lord said, “Go up, O Elam! Besiege, O Media!” At the time, Elam was a famous territory of Persia, and Media bordered upon Persia. The Babylonian Empire was defeated by the Persians and the Medes. Babylon fell approximately 160-180 years after Isaiah’s prophecies.
Daniel also prophesied, by the Spirit of God, of the fall of the Babylonian Empire, which is known as the “Writing on the Wall”, as quoted, “And this is the inscription that was written: MENE, MENE, TEKEL, UPHARSIN. This is the interpretation of each word. MENE: God has numbered your kingdom, and finished it; TEKEL: You have been weighed in the balances, and found wanting; PERES: Your kingdom has been divided, and given to the Medes and Persians.” Daniel 5:25-28 Click for a post on Daniel 5:7-31. The time between Daniel’s prophecies and Babylon’s fall is approximately 66 years. Daniel also prophesies about “Babylon”, a.k.a. the global government of the beast, as described in the entire book of Daniel. Click here for the table of contents to the posts on the book of Daniel.
Today, we followers of Christ Jesus know that there will not be another government after the collapse of the global government of the beast, known as “Babylon” in the book of Revelations. We know that because the word of God says so. Today’s global government of the beast is the last government this planet will ever know. None other will come after it.
“Oh, my threshing and the grain of my floor! That which I have heard from the Lord of hosts, the God of Israel, I have declared to you.” Isaiah 21:10
“….to you who do not hold to her teaching and have not learned Satan’s so-called deep secrets,“
‘I will not impose any other burden on you, except to hold on to what you have until I come.’”
“I am coming soon. Hold on to what you have, so that no one will take your crown.”
Revelation 2:24-25, 3:11
